Guideline for CAPP Activities: Safety Measures for COVID19 (Excerpt)
This text is an excerpt and translation of the guideline for presentation at the IAHAIO 2022 Conference.
General precautions for CAPP activities during the COVID 19 pandemic
Keep up to date on the latest government and local government announcements.
Both the facility and the volunteers should respect and follow each other's rules and choose a safe and anxiety-free method.
Maintain a distance of at least 1 meter between people.
Methods for non-contact activities with facility users and staff
We propose three main methods:
1. Connect with the facility online, such as via Zoom, and conduct activities through a screen.
1-1 all volunteers participate remotely from independent locations
1-2 some or all of the volunteers participate from a single location
2. Conduct activities at the facility but from outside a window (Window Activity).
3. Send posters and photo/video mails to facility.
1. Concerning Online Activities
1-1 all volunteers participate remotely from independent locations
All volunteers shall participate individually via internet from their homes or other locations.
1-2 some or all of the volunteers participate from a single location
If it is difficult for volunteers to individually participate online from their homes or other locations, such volunteers may participate online from a same location, provided that participating volunteers take measures to prevent infection.
Concerning “Window Activities”
Volunteers and animals shall not enter the facility building, and shall conduct activities from outside a window, such as a courtyard.
No direct conversation or interaction with facility users shall be taken.
Have a detailed meeting with facility staff in advance.
2. Check list for conducting face-to-face visits and activities at facilities
☑The area must be free of any emergency declarations for Covid 19 by the government or any similar emergency declarations or alerts by the local government.
☑The facility has requested a visit and is ready to accept the program.
☑Participating volunteers must have completed two doses of vaccination, where the second dose being administered at least 14 days after the first dose. If vaccination is not complete, they must undergo PCR testing within 3 days of the activity or antigen qualitative test within 1 day of the activity.
☑Participating volunteers’ body temperature on the morning of activity should be 37.5°C or lower. Check for other abnormalities, and if any cold-like symptoms (cough, sore throat, severe fatigue, runny nose, etc.), or abnormalities in taste or smell is present, the volunteer must not participate. If a person living with a volunteer has similar symptoms, he/she must not participate.
☑ The distance between people should be at least 1 meter, and depending on the size of the waiting room or activity area, no more than 10 people are allowed to participate.
☑ Activities should be conducted with a distance of at least 1 meter between people. Activities where a small sized dog or cat is placed on a facility user’s lap should not be performed currently, since it is impossible to keep a 1-meter-distance between the user and the volunteer.
☑Pre- and post- activity meetings should be conducted online. If conducted on-site, they should be brief to avoid close-contact. If possible, pre-activity meetings should be held in advance, using LINE, e-mail, etc.
☑Keep conversations between volunteers to a minimum, and avoid talking loudly or at close range.
☑Do not eat or drink at the facility. Only drinks necessary for hydration is allowed, and all waste must be taken home.
☑Always wear a white or light-colored non-woven mask and be mindful of the distance between volunteers.
☑Hands must be sanitized before and after activities.
☑Dogs should defecate in areas approved by the facility or on pet sheets.
☑Do not lend or borrow things as much as possible.
☑Check with the facility regarding ventilation methods. As a guideline, "Ensure constant or frequent ventilation (at least twice an hour and for at least 5 minutes at a time) by installing air conditioning equipment that complies with laws and regulations.
☑When resuming activities suspended because of COVID, we ask that the first visit be conducted with utmost care, taking into account the general situation. Showing a performance may be sufficient.
~Concerning Alcohol Disinfection~
Use alcohol disinfectant with a concentration of 60% or higher. As a rule, bring your own.
~Physical Examination of Participating Animals~
Physical examination of animals prior to CAPP activities during covid pandemic shall be left to the discretion of the team leader.
Medical interviews with the handler concerning the participating animals must be conducted.
When conducting physical examinations to multiple animals in a single location, hands and devices such as stethoscopes should be disinfected with alcohol for each animal.
